I wouldn't quite put it like that its there for a purpose, But as you say and yes it can still work if it is not present.

CCcam still clear ESPN HD. But the SD is off unless you use Oscam

The whole idea of the whitelist in Oscam is to protect your card yes it can work without it but your prone to attacks if you dont have it. Glad you got a working one
