Sat Signal on a timer ????

Hi Guys not posted in a long time but then I hit this little curiosity ........
DOes anyone know if it is possible to limite the lenth of time that a Sat signal is broadcast ???.
Reason for asking is the following, someone I know reckons that they only receive a signal from the sat dish for 12 hours at a time, He lives in Flats and reckons he has tried the freebox he is using in the flat below with the same result ie only received a signal for 12 hour.

I have never heard of this and find it hard to believe that the Flat owners would be able to block the signal after 12 hours BUT if anyone knows better and can explain how this is done

It can happen only if he watches a feed that lasts only during an event like a footy match.
