the main choice for the above requirements is the vu duo 2 (as long as your BB upload speed is good for the streaming)

cheaper but not as good alternatives are the vu solo 2 , possibly a few others but they will be linux based and so be a challenge compared to bespoke boxes

option 2 is what will limit your choices severely, hence my reply, but the duo 2 should be ideal

To stream from linux box to internet you have two options. First option rely's heavily on your bb upload speed as mentioned by ramjet and of course the box. Set up box with dns address and forward ports on router as necessary, this will allow access to content stored on hdd via ftp allowing you to use xmbc or the likes on a pc to view the recorded content, dns address will also allow connection to webif for streaming channels direct from box using vlc to view the m3u file the sent by the box for the stream. The other option will only allow you to stream channels but will require someone to be in the same place as the box to start the stream. This is done on pc via veetle and doesn't use as much bandwidth as the stream quality can be reduced to give best possible picture available over your bb connection in much the same way as you would watch a footie stream. The choice is yours but none of the options are very novice friendly and require a bit of networking knowledge as well as a bit of linux knowledge a yet again a good bb upload speed.

don't know if its released yet but the new xtrend 10000 would fit your requirements and looks as if its going to be the box to beat all others
