Pretty much any Sat receiver or Cable receiver will do this for you, Set the output to what you want say 1080p and the internal scaler of the satellite receiver will do its work.
Just consider some are better than others and also do not forget your display plays a major part as well, It's fine for the box to upscale to 1080p but how well does your Plasma/LED/LCD actually handle the signal.
Well known brands such as panasonic,samsung,LG will work far better than the mass produced supermarket variety's made by vestel

Yes, I would say it's more to do with your tv than the box itself.
I have an LG 50 inch plasma & SD pictures look almost HD like, but if I watch on an older Toshiba Regaza 42 inch LCD tv, the SD is pretty poor.
I can't comment on LED though, haven't got one.
But between Plasma & LCD, I think Plasma does a better job of upscaling.Comment
