you can do it from both. iptv subscriptions don't usually have limits on devices you're allowed to use them on like clines.

try them both and see which one works best and has the best interface

Won't work on f3. you need a box later than f5/v5.

You don't need an app for skybox/openbox. you should have webtv in the setting menu. you can install a .m3u channel list there from usb
for lg/samsung smart tv's you need an app called smart iptv which you can download from the relative tv's
