is it possible to receive sky (one) when not living in the UK?

Depends where you are. In france you will get it from 28.2e using a sub or through cs.

I'm in the Netherlands.
I should be able to receive 28.2e, but how do I go about getting that sub or cs?

Not sure about sub but to cardshare you will need to find a server paid or free and thats it but you will always need your receiver connected to the net
