Skybox F3 - Online NLine, Still Scrambled

OK, I have a CCcam.cfg uploaded to my box via USB, it only contains one NLine and I have made it Active and re-booted the box.
However, the channels are all still scrambled and in the CCcam Client Setup screen, the box says the NLine Server is constantly "Online". Anyone know what the problem might be here?
