i cant open DBS file on my computer??

i was looking to make some updates from aj's channel list. but i cant seem to open the file either on my phone or my laptop. any help would be appricated.

I cant seem to open the media box either. all im looking for is the frequency off the likes off setanta ireland and premier sports etc. most off my channels work ok bar the odd bit off freezing
