The file has to have the correct name to be recognised as a channel list. If you download it from these forums, it will need to be uncompressed first, so it extracts as TP_PROG.dbs. If you download it straight from AJ's website, it doesn't need extracting.

Copy TP_PROG.dbs file onto USB memory stick (FAT32).
Insert USB memory stick.
Press Menu button.
Select "Delete all" from "Edit channel" menu.
Select "Yes" to confirm.
Select "Upgrade by USB" from "Tools" menu.
Select "Misc. Files" from "Upgrade mode" option.
Scroll to "Select & Upgrade" & press OK button.
Select TP_PROG.dbs & press OK to place tick next to it.
Press yellow button on remote to start upgrade.
Wait for Burnflash to complete.
Press "Info" button to verify TP_PROG.dbs has upgraded (should say OK).
Press "Power" button on remote to put box into standby.
Press "Power" button again to boot box.

I find a lot of people download the file when they have an old one still in their downloads folder thus giving the new download a different file name i.e.
"TP_PROG(01).dbs which is not recognised (File Not Found) by the box.

I always recommend to clear the download folder of any old files as well as the mem stick.
