Is it possible to control and view a Dreambox from a distant Dreambox? Both Dreambox are connected via the Internet.

I want to watch TV on the remote Dreambox and control it remotely.

That will not work for a number of reasons, most importantly being your Internet bandwidth is nowhere near fast enough to stream uncompressed MPEG2 over the internet.
