Usb to Rs232 problem :(

The Story:
I did a bad flash last week so I ordered a cable and it arrived today in the post.
The cable is a usb male to Rs232 9 pin female.
The problem:
When I connect this to my laptop either with Dreamup on or just by itself, the computer does not recognize it.
I have tried everywhere online and I cannot for the life of me, get it to work.
Is there anyone out there that can help me pls???

Try changing port in dreamup
