first thing mate, remove you email address.. Watching Pay TV without a subscription is illegal, Sky, if they view this forum now have a contact medium for you after you openly have said you are looking for 'free' TV..

There wont be many Sky Customers with your name and a pound to a pinch of s**t you have that email address registered with Sky

A dreambox is a complex bit of kit, its a mini PC that runs on Linux OS that just happens to have a satellite tuner built in..

To use one you will need to be comfortable with..:

    Setting up a home network
Making you ISP IP address static
    Port Forwarding your router
Reading computer code and inputing the code into your dreambox
Transfering files via FTP to your box

Simple answer to your question is.. Yes a Dreambox lets you view Pay TV for free but its not as easy as it sounds

It doesnt open Sky UK though
My advice is get Sky Plus

no probs mate, dont want uncle rupert knowing your address

start with a Blackbox 500S.. Buy it from the UK, most places are in china and you have to foot the bill if it needs replacing or you could be unlucky and it never turns up..

Blackbox 500S from Linuxsat, Satellite Sales and Install is ?64.99
The blackbox is a clone of the original Dreambox 500S which hasnt been made for over 2 years..

The only channels you will open at the moment with Keys and EMU is the package on Thor 0.8W to open the best channels on the most popular satellites (13E, 16E, 19E) you will need to look at cardsharing..

Cardsharing is a banned topic here so you will have to look to google for help..

If your looking to get Sky UK then its not open, the dreambox is best used to view pay TV from europe..

If your looking for a PVR box to record on then buy an original dreambox 600/ 800 from here..
        http://dreamboxshop.co.uk/

Chinese copies of anything bar the 500 are not up to standard

If you still want the recording facilities on the dreambox get a dreambox 600pvr..

Just spotted one thing that wasn't mentioned in the replies. With a Dreambox you will get the majority of the Sky channels you get with your non subscription Sky box. These will all be recordable. Also worth pointing out is that you can record from even the DM500 if you have any network storage (NAS, File Server or just PC on 24/7)
Blackbox DM500 clone, Penta 88 Dish, Technomate motor and a massive headache getting it to play nice.

its easier to get a Freesat box if this is what you want to watch..

Getting a Dreambox purely to watch free to air channels on 28E is waste of time
