There is quite a few other threads on this and the consensus is its gone probably for good, If i recall it may have to do with Sgt being in Ill Health and no longer able to continue.

i cant help with the Picon but Vhannibal still keeps an updated Enigma1 list for all sats

Just use any existing E2 pack. Change setting in DBEdit to DVBS2 and then delete all the HD channels and bouquets, toggle from 4 to 2 and load to a E1 box.
