Can you connect to it via browser? Or any network program?

If not. Try changing ethernet leads ect.
If so. Try canyouseeme.org see if port is open

reboot it all the router and modem, make sure the ip on the box
is same as before if not untick the dchp box and put your own
lan ip in (make sure its not conflicting with any other things that uses your router,ie pc,laptop,ps3 etc)

What are you using for the Nameserver?
Sometimes on some routers the gateway ip address doesnt work, had this a few times with Virgin.
            Is he on Virgin?
Edit-Just read first post try Primary address: 194.168.4.100
            Secondary address: 194.168.8.100

Did you use 194.168.4.100 as nameserver?

Two ways i would try is disable Dhcp and have 192.168.2.100 as Dreambox 500s ip address, static.
Use 192.168.2.1 as gateway and nameserver.

If that didnt work would use the same settings but 194.168.4.100 as nameserver.

I have a Belkin N1 router , virgin modem & everything works fine, including the CC.
You may just need to FACTORY RESET modem & router.
Make sure to make note of the routers security settings first.
