Can anyone help, is this a good tune? Sprinter 310

Hello, bit of back story, I payed a fair amount to have my sprinter OM651 310 tuned to supposedly 170-180bhp, from what I understand, the 2015 sprinter 310 313 and 316 are all the exact same engine hardware so the 310 is capable of as much power as the 316. Anyway, the tuning did improve the dismal performance that it had with the 95hp file but I'm still struggling to maintain speed on hills even when empty and reaching 70mph is a battle. I've had it scanned and there is no faults current or stored.

Is this a good tune for power? If it is then I must have a mechanical problem somewhere that just isn't throwing a fault! Thanks in advance for any advice.
