I can't upload avatar and profile picture. I go UserCP, edit avatar, use custom avatar, but…Unable to save image… Picture size – 24KB. I don't know why ...

Avatars must be less than or equal to 150x200 pixels and less than or equal to 48.8KB in size.
If you're still having problems, attach it here and I'll take a look. -

You should now be able to upload avatars.
