this is bullshit and it really a monopoly in the market of wheelie bins as if i buy my own wheelie bin say from b&q the council will not empty it . so what they are saying is you have to BUY your bins from us and no where else .

i know that to buy a wheelie bin from else where would be more expensive than ?29 but if i found a bargain and bought that they wouldnt empty it .

Bonus raises some valid points and I was following a thread elsewhere of a curtain twitcher who left out her bin on the pavement and was upset to see the bin men going through it before they emptied it.They removed stuff for themselves to the disgust of the owner and she was trying to establish if they had a right to 'steal' stuff she was dumping.
The point of who is responsible hinges on whether the bin was outside or inside your property. Bin men,in their hurry to get finished often drop your bin a door or two away instead of returning it to where it was left.
I've seen some bins been left after emptying that cause a traffic hazzard so the onus is on the collecter to return it but have you considered that maybe kids were messing with your bin.
