Bide your time, dont get mad, dont call the number anymore as it may put the bloke off going back and selling more shite, go to the shite sale and see if his there, dont approach him just keep him under under surveillance, if you can follow him home to see where he lives, do this serval times, also drive past at say 3 in the morn to make sure the same car is there and he wasnt just calling in at a Mates to pick up more shite that he sells.
watch his movements, over time you will find out what he does and where, when you know where and when his on his own get a few Mates and a sack, bundle him into a car take him to remote place, break all his fingers, strip him naked, tie him to a tree, then piss on him, go back every 2 days and piss on him again, do this till he's near death then untie him (leaving sack on head, loose fitting, so he can remove it himself) take some rotting apples (make sure they are not edible) and an old rain mack, when he does get the sack of his head he'll be thinking WTF when he see's the apples and the mack he'll know what he's done wrong and that may stop him doing it again
