    Rob Owens, 49, who is a lorry driver, placed his bin on a patch of grass at the end of a path leading to his home because he was going away for a few days and did not want to block the path.

    However, the binmen noticed it was three inches too far to the right and not squarely on the path, so refused to pick it up.


    According to Worcester City Council, grey and green wheelie bins must be placed for collection at the end of paths leading to houses and not on grass verges.

    Mr Owens, who lives in Worcester with his partner Anna Milner, 45, said: "I phoned the council and they told me it was because I'd left it in the wrong place.

    "I just couldn't believe it. You would literally have to put your arm out a couple of inches to reach it.

    "They're even on wheels. It's absolutely outrageous."

    The bin was left unemptied a fortnight later because collectors spotted a crumpet among the recycling.

    Rob said: "They left a note on the top which said 'Has not been emptied - textiles and crumpets'.

    "I mean it's just unbelievable. I don't even like crumpets. Anyone could have put anything in there - it had been out there for weeks."

    A spokeswoman for Worcester City Council said: "We unreservedly apologise to Mr Owens and Miss Milner for this inconvenience.

    "Management will be taking steps to ensure this never happens again.

    "It is certainly not council policy to refuse to collect a bin because it is not in the exact right position."

    A number of non-recyclable items were found in the green bin last week.

    "We have now gone back to empty all the refuse, and hope the matter is now resolved."

    Last month, it was disclosed that Emma Harper, 35, who has two children, had been the victim of a year-long vendetta by binmen who used up to 15 wheelie bins to barricade her home in Coventry, West Midlands.

      this is the world gone mad i can remember a time when bin men oh sorry refuse collectors used to physicaly lift metal bins and take them to the bin motors.what are they on here are they afraid of hard graft.

        im a bin man although not council i do trade bins for shops ect


        just to clarify a couple of points which people do not seem to understand

        if recycling bins have other waste in them they contaminate the load which when taken to a recycling center can be refused entry.a couple of small items should not make much difference but over a day this can amount to a lot of contaminated waste which can result in recycled waste going as general waste and too landfill or incinerator thus making everyones work in seperating recyclables a complete waste of time

        secondly we have training and talks nearly every day about manual handlig issues as people get injured pushing and pulling heavy bins now im not denying that this case mentioned is a bit over the top we are told not to move any heavy bins and not to move bins over uneven ground ect we are to leave them and phone work,it is an absolute joke tbh but it is company policy in fact only a couple of weeks ago one of the lads pulled his shoulder and was off for three weeks,for his trouble he recieved ssp sick pay and a written warning for using improper handling tecniques as we have all been shown and told about risk assesment and handling a million times and all signed statements saying so


        companies and councils are trying there hardest to eliminate any claims and injuries that arise from handling issues which is why these issues can occur while a realise these things can seem trivial and a lot are downright stupid they are all passed on from the hiearachy who have probably never pulled a bin up an alley or down a cobbled street they are interested only in keeping down riddors,not paying people for getting hurt and getting out of any claims by blaming the "bin man" for improper handling


        now i think personally it is all a crock of 5hite the same as the recycling i personally dont see how sending 5 wagons to do the job of one helps the enviroment its all another big con to extort more money out of people and create more jobs,but we are all governed by the same 5hittty rules and has anyone seen a reduction in council tax for your recycling after all its supposed to save a fortune in landfill tax

          i totaly understand whare you are coming from ,but would you not agree that landfill sites are becoming more scarce as time goes by.i have watched one or two programes which highlight the growing problem,ie shipping waste to countries such as india .will there come a time when we revert back to incinirating waste?.i know there is a growing need to recycle waste and the cost that this encurs and the amount of training people like you go through which i totally respect.

            Ive got an amuzing story about wheelie bins which i'll post later on.
            I refuse to answer that question on the grounds that I do not know the answer.

              i think its a ~~~~ing disgrace, i remember before wheely bins came out they used to walk right down your path and hump your bin up on their backs, lazy ~~~~ers

                    our bin men are absoloutley fantastic they take any thing at all thats why i always give them a good dropsy at chrimbo..
