He's guilty for a number of reasons, the main one being he was found guilty by those that heard all the evidence, not those who only got the information that the media decided/was able to give out.
If the conventions were not in place, and adhered to by those that can (or in public anyway), then we could use our chemical weapons instead of sending in the troops. Much easier and we have much larger stockpiles than most countries - otherwise Porton Down wouldn't be the place it is. The UK, like the US, just likes to preach - do what I say, not what I do.
