go hardcore and put hand grenades in thier shorts,av 3 blokes on the sidelines with a button each,if 2 out the 3 think a player dived and press the button, the player instanly explodes, now that would sort it
don't forget football is the world game.. it will take a massive change of culture in places like South America for this to work.. It will require action from FIFA not just Confederations or individual FA's..
FIFA needs to take the lead with the IFAB and introduce harsh penalties (excuse the pun) that then can be dished out by individual FA's..
Also referee's need to get a grip.. A dive is seen as Unsporting Behavior and is punishable by Yellow Card, however 9 times out of 10 the referee will either shake his head to signify no foul or gesture the player to get to his feet.. very few actually book..
This is where the FA are powerless.. If a referee sees an incident and deals with it there and then, then very very very rarely do the FA get involved as:

For me if a referee is deliberately conned into giving a foul punishable by free kick then the player should be handed a 1 match to 3 match ban depending on how it directly affected the outcome of the game
If there was a massive crackdown on this over one weekend it would end it there and then.. a bit like the joke 'respect' campaign.. If every referee actually followed the LOTG and sent players off for Offensive, Insulting or Abusive language (OFFINABUS) then it would clean the game up in one weekend
