THE TRUTH
The Hillsborough Independent Panel. 12/09/12
Today's report is black and white. The Liverpool fans were not the cause of the disaster.
The panel has quite simply found 'no evidence' in support of allegations of 'exceptional levels of drunkenness, ticketlessness or violence among Liverpool fans' and 'no evidence that fans had conspired to arrive late at the stadium' and 'no evidence that they stole from the dead and dying'.Comment

The Unlocker software is free and easy to use, it will delete any file with just few clicks.
You can set your system to boot in safe mode by RUN > MSCONFIG > BOOT. INI then tick the safe mode boot and restart if the F8 doesn***8217;t do it for you, you will have to do the same to undo it once you've finished.Attached FilesComment

Ok, I'm a bit late for this party.
But another option would be to install Malwarebytes.
This comes with FileASSASSIN which will remove any locked file.
It can also be downloaded as a stand alone program from here... FileASSASSINCanker
