most drivers for things like flash drives external hd are supplied by microsoft and therefore are part of the o/s, but for a peripheral like yours you will need drivers supplied by the makers of your camera.

I had a problem like that myself. Had it working for a while and then it wasn,t kicking in on the usb, couldnt switch it off either.

I left mine on until the battery flattened and then left it in the usb overnight to charge. Day after was working again fine and being recognised on the usb.

I have a disc for mine using XP but it sorted itself out on Vista.

              something to try.........

most of these cameras have a reset switch you press with a pin, try that.

These camera pens, along with "yum-cha" MP3 players use cheap memory chips and the rest of the hardware/firmware is not very fault-tolerant. I suspect you may not be able to revive it.

BTW, spy camera pens generally show up as mass storage devices and don't need drivers.
Try pushing down the record, or power button while you insert it into the USB. This may bring up the service mode, allowing you to update the firmware?? It doesn't matter if you don't have the firmware - any sign of life is hopeful.
