1. The obvious would be to, shutdown computer and restart, then try deleting it again.
2. Make sure the file download is completed, if not kill the download and try to delete.
3. Check task manager to make sure file not in use.
the movie download is complete and plays. restarting makes no difference.when i press delete a popup box appears and says-preparing to recycle and underneath that it says-from discovering items and a coloured bar moves across the box constatntly for hours on end. i tried to google the problem but cant find an answer that works.

Did you try to boot into safe mode?
Also try to run msconfig and and disable all services and startup process, then reboot and try again.
Make a note of all your services and startup currently active, before you disable them
this soultion worked for me
right-click on the file, select Properties, then under the General tab select the Advanced button for Attributes, then uncheck both options under the File Attributes section ('File is ready for archiving' and 'Allow this file to have contents indexed in addition to file properties'). After applying these changes, the file can be instantly deleted.
If you have this trouble again there are several utilities available for deleting locked or in use files but I dont have win7 so dont know if they are compatable,
Google for
File Assassin
Move on Boot
Unlocker

I believe also that in Win7 some file installs and deletes depend on the users permissions but I am not sure about this.

FYI, this didn't work for me. I was able to uncheck the boxes, but still unable to delete the MKV files. Sigh.....
install this software then right click on the file you wanted to delete then select unlocker and then unlock all processes using that file then delete the file
