I use this:
Hold down # key and press Power on/off key for a while to reset the phone
Long press # key and power on key at the same time in power off mode.
On the screen you will see All data will be lost, continue? select Yes,
You will see Formatting flash, please wait. The phone will restart when reset finished.

And i succeed to unlock a phone

Didn't think that would work. Counters are usually hard set, a factory reset wouldn't usually touch a hard counter.

Are you sure you have the correct phone & entering the correct code requested?

If you are sure about both then I'm not sure. You could check the IMEI on the sticker with the IMEI in the phone by typing *#06#
