Then your dish is out of alignment as long as there are no obstructions these 2 should easily be picked up on a sky dish never mind a 1m. i would double check for LOS obstacles although it may look ok to you your dish may say different.

have you checked that your bracket is dead plumb, if you have and it is plumb then it sounds like you need to elevate your dish a little, 39e and 42e are low in the satellite arc and if your elevation is slightly low you will miss them, the best way to do this is to move to either sat on your box then get up your ladders and adjust the elevation untill you hit a strong signal, the dish will be skewed at a awkward angle so be carefull, i had to do this when bulsat first come available with keys on 39e, this is based on your bracket been dead plumb and you have entered the correct long lat settings.

if i go on my dm800 satfinder and change to satellite 39E my dish starts to move the signal starts moving up and down when the flashing dish has gone off screen there is no signal does this mean it is going past the satellite

That could be one of three things it's either Pole not plumb, Dish alignment or Obstruction, You need to go outside and roughly see if you have any problems with the dish from the outside first one to look for is any obstruction.

And where about's is your dish mounted Ground level, South Facing wall, Above a 2 or 3 storey gutter etc...

just a update i have plugin my fixed dish (28.2) i get 9.70dB SNR 60% BER 0 if i put my motorised dish feed in i get 12.60dB SNR 78% BER 0 does this sound right or should the SNR be higher with a bigger dish

should be higher if your just going to go off the SNR reading from your box on 28.2 the go to C4HD on the fixed dish and measure that as it is now on 1N so should read around 100% snr.
