By what you have explained its a rented flat'
If so you need the landlords permission.
As stated here earlier on a post, if you have a south facing balcony theres nothing to stop you using a pedestal mount or a G bracket clamped to the railings as its a temp fixture.
Been a ground floor flat, have you a garden where you could mount it? ( Patio mount fixed to a paving slab)
Bare in mind hight means nothing as long as you have a line of sight to that pinhole in the sky which in your case is 28.2 degrees east, if you have not got a compass this time of year around 11oclock closing into 12oclock where the sun settles, August time its around 10am.
I can understand your landlords concern because of what happened in the past and some of the botch jobs we see so much of these days.
Another option would need your landlords consent but worth asking him if all else fails, If your property as a double roof with a valley in between, the dish could be mounted low out of sight either by using a heavy duty chimney bracket fixed with lashing wire round the stack.
If theres no chimney pots then there is a mount made that replaces a roof tile, but not recommend by me, because if theres any water leaks your opening up a can of worms for you or the installer or both.

I will tell you what you can do instead of keep flapping about it ... ready ? because this will save you and a mate money.
Get a friend who already had the full sky package to take out a Multiroom sub, then put a Slingbox on the new Multiroom box.
Then share the monthly bill he has and both of you get SlY Tv full !!
How difficult is that ?? Dead easy, and no fuss at all ! Forget about fitting a dish etc ... bloody simples.Comment

If you setup a machine around a mates house with tvheadend (itll need quite a good upload) you could connect to that quite easy and it would be exactly the same as if you had the sat connectionComment
