Hi i am also unable to get picons working on info bar or oled on Newnigma2 ssl84 sat4fun.
        i have them on /media/hdd/piconhd/
set expert picon folder to /media/hdd/piconhd/
and skin picon location to /media/hdd/piconhd/
also attached skin_display96 file in usr/share/enigma2

FTP to your piconhd folder and edit/rename the folder to picon. Exit out, restart enigma and see if that works.

If you have picons installed to flash you need to map them accordingly at /usr/share/enigma2/picon.

am using same image and with all newnigma2 images i have tried always been

under osd settings - skin picon location set to harddisk
            - lcd picon location - harddisk
            - lcd display type set to picononly

when you do that and press green to save....it will ask to restart gui. and will work.

            definately /piconhd folder in newnigma.

Still no luck, renamed folder to /media/hdd/picon/ but they still don't display on info bar. So downloaded picons from tspanel and i can see them in /usr/share/enigma2/picon but i'm still getting the same results

The best thing for you to do is goto newnigma services online installer download picons...and choose a set from there and instal them. Restart...if they still don't work I don't know mate. Also I never changed the expert picon path. That is default /picons/
