2 things - The main fuse has a wire on it which has to be cut to access it. Anyone can do this and it is not interfering with the supply. Then the fusebaord... You take a big wire from the main cut out to the fuseboard - HEY PRESTO!!

I can confirm the method thered is suggesting works, but remember to even the dial out so it looks like you have used some gas.

About writing the cards

You would have to look at how the data is written to the card.
If the memory space is written like "balance=100" type of thing

You could just emulate
These gas meters are just offline arnt they? So the company would not know that you wrote your own card. But maybe notice the lack of payments.
